Yes! You would need to enable two features: Cash Orders for Customers and the Guest Checkout feature.

Cash Orders for Customers
Go to Settings > Advanced and enable the Cash Orders for Customers option.
This allows customers to place an order without making a payment, so you can collect payment outside of the application. -
Guest Checkout
With this feature, the system will still ask for the customer's name and address during checkout, but they won’t need to create an account.
To enable this feature, you’ll need to contact our Support team via email (help@goprep.com) or by submitting a request via Zendesk.
