Is there a way to test surveys, prior to sending them to all customers?

Yes, there is!

You can manually email surveys to test them. To do this, place a manual order using a dummy customer account. Then, pull up the order and select "Email Survey" in the Order Information window. Be sure the dummy account has a real email address so you can verify it. Once you're done testing, you can void the order.
